PoE 3.8 Witch Raise Spectre Necromancer Starter, Safe, Fast
Summon four strong Spectres who will obliterate screens and screens around, while you zoom across the screen with your Shield Charge. For bosses we will have 9-10 skeletons who will Taunt the boss himself and monsters around as well as Blind them on hit and distract and annoy the hell out of everyone.

around 70% potential Phys Damage Reduction (Basalt, Taste of Hate, etc)

+ flexible, can stack a lot of block chance if needed
+ great single target damage (around 3 million with Victario)
+ much better than Zombies as you don't need to constantly resummon spectres, also you don't care if Skeletons die. So you effectively are PAIN-FREE.
+ can go Energy Shield and 5-6 spectres too! POGCHAMP!
- Not super high sustain as we are running
Vis Mortis, Necromancer Silks with no life on it (around 7K for Uber Elder).- Spectres are a pain to resummon if they die

Invoker -> Soul Weaver -> Commander of Darkness -> Puppet Master
Spectres Progression
You will be using Flame Sentinel till Act 5. Then you will get Prayer Guard and will be using them in a 4L
Spectres 4L: Spectre - 
Minion Damage Support - Spell Echo - Element Focus
till Act 8, this is where you can finally get Solar Guard.
Then just progress to the maps.
Buy a cheap 
Bone Helmet at level 73 and use Blessed Orb on it when you can.
You will be able to get +1 Spectres to using 
Bound Fossil on boots.
There are many cheap uniques that you can use: 
Sidhebreath, Paua Amulet, 
Bones of Ullr, Silk Slippers, 
Wraithlord, Bone Circlet, 
Skullhead, Secutor Helm, 
Violent Dead, Cobalt Jewel, 
Mon'tregul's Grasp, Void Sceptre, 
Midnight Bargain, Engraved Wand, 
Severed in Sleep, Cutlass
I strongly recommend using Skullhead, Secutor Helm before you can afford a good Bone Helmet. Helena allows you to craft lower Minion Damage Support as well (during levelling)
Flask
For general mapping, make sure you have anti-bleed and anti-freeze flask. Nothing else is important. You can also use Rumi's as a cheap substitute for Taste of Hate.
Leveling
Early Levelling Gear / Skills
Get Explosive Trap after the very first quest, use it along with ZOMBIES.
Once you get 
Multiple Traps Support, attach it to the Explosive Trap.

You can also use Arc Traps later instead of Explosive Trap
3L Arc: Arc -

You can also link Phantasms to your Explosive Trap or Arc Trap

Summon Phantasm on Kill Support
Also start using Summon Raging Spirits if you wish, but it is not necessary.
3L Zombies:

4L Zombies: Raise Zombie - Summon Phantasm on Kill Support - Minion Damage Support - 
Melee Physical Damage Support (melee phys gem can be bought from Yeena in act 2)
You can use Zombies up till maps and drop them if you wish or just put them into Flesh Offering link, dropping Increased Duration there.
They will still die all over in end-game...
Start using Skeletons at level 10. Link them with
2L Skeletons:

3L Skeletons: Summon Skeleton - Minion Damage Support - Melee Physical Damage Support
4L Skeletons (no Elder Helm): Summon Skeleton - Minion Damage Support - 
Multistrike Support - Melee Physical Damage Support
Your Spectres will NOT be VERY effective till Cruel lab (this is when you can POTENTIALLY (if you saved enough currency to buy a Vis Mortis, Necromancer Silks) get a FOURTH Spectre as well as 100% increased Spectre damage)!
For the gear, recommend 3L 
Lifesprig, Driftwood Wand for +1:

Goldrim, Leather Cap, 
Mark of the Red Covenant, Tribal Circlet, Wraithlord, Bone Circlet
Then buy Incursion/Bestiary Staff or a 1Hander with a lot of Minion Damage:
Citaqualotl's Coiled Staff of Snow, 
Victario's Flight, Goathide Boots
Start using Anger at level 24. And link it with Generosity at level 31.
Also don't forget Blasphemy with Elemental Weakness!
Buy a cheap Vaal Summon Skeletons gem with high quality.
Make sure you have Bones of Ullr, Silk Slippers by level 28 (when u get first Spectre).
At level 59, let's hope you have enough currency for: Vis Mortis, Necromancer Silks
